Abstract A new no-reference quality assessment method for block-coding video is presented in this paper. Firstly, a new blocking artifact metric is presented based on Human Visual System(HVS) taking into account of the luminance masking and activity masking characteristics. Then, with consideration of the effect of filtering, a method is proposed for assessing the quality of the reconstructed videos compressed with different block-coding algorithms. Experimental results show that the proposed no-reference quality assessment method has good consistency with subjective quality assessment methods.
