Abstract A network selection algorithm for CDMA/OFDMA heterogeneous networks using periodic load measurement scheme, which is named as Minimizing SIR Outage Probability (MSOP) network selection. In this algorithm, the best access probability is derived through the Wilkinson approximation method. Simulation results show that the MSOP algorithm can realize load balancing with long measurement interval, and consequently get better trunking gain, so as to improve the resource efficiency. Mean while, the average SIR outage probability is also decreased, so users can get better experience.
