Abstract A feasibility strategy of truncation points for rate distortion optimality is presented. The new algorithm reorders the positions of truncation points associated with refinement passes according to the steepest rate-distortion slope. The proposed scheme reduces the unfeasible truncation points to 50% compared with JPEG2000; gives a finely embedded bitstream, achieves an improvement of PSNR over JPEG2000 0.1dB~0.2dB, and attains a speed-up of the bit-plane encode time compared with JPEG2000.
