Abstract Based on the current end-to-end reconfigurable system architecture, an enhanced dynamic threshold joint load control algorithm is proposed to adapt to the load balancing requirements under different load conditions in order to achieve efficient resource utilization. Considering the terminal reconfigurability and the service variety, an AHP-based terminal selection algorithm is adopted for the network-initiated vertical handover process to balance the load of heterogeneous networks while reducing the system overhead as well as the impact on end-user. Simulation results show that the proposed algorithms are effective in relieving congestion and improving the system performance across the overlapped networks while guaranteeing the user’s satisfaction.
