Abstract A Generalized Forward-Backward Method (GFBM) with Spectral Accelerate Al-gorithm (SAA) to solve the Magnetic Field Integral Equation (MFIE) is developed. It is applied to numerical simulation of bistatic scattering from one-dimensional fractal dynamic sea surface with a ship presence under the TE tapered wave incidence at Low Grazing Angle (LGA). Nu-merical simulations of bistatic scattering at LGA show the functional dependence upon the fractal dimension of conducting rough surface, ship location and other parameters.
